Accountable for determining and implementing the optimal approach for organising and executing defined projects and therefore the creation of project teams and processes required for the successful delivery of the projects within defined portfolio

Key Accountabilities:

Leading small to medium scale assigned projects from inception to execution. This includes planning, execution and managing the people, resources and scope of the project.

The planning, budgeting, reporting, execution and delivery into service defined projects, ensuring that projects are delivered on time, within budget and to the required specification and preparing the affected staff and business areas for any new ways of working.

Provide project management expertise and proactivity across all projects assigned.

Managing relationships and personalities ensuring work is planned and communicated to teams ensuring collaboration and relationship management. Provision of good people leadership and engagement across the project teams to inspire people to raise their contribution, raising capability and managing team and individual performance to provide excellent results. Ensure clarity of behaviours and standards required across all areas, ensuring that where instances of required standards are not met these are dealt with firmly and effectively, utilising structured escalation as required to support.

Creating clear and attainable objectives and ensuring these are delivered to successful completion, holding full responsibility and authority to complete the assigned project as defined in the Project Management Plan (PMP), to include:

Delivery of all project activities to the customer in accordance with relevant areas of the Aquila Management System, Marshall or other appropriate requirements ensuring adherence to appropriate regulations, including the applicable Safety Management System and Health and Safety legislation.

Ensuring all the necessary supporting information is valid and robust in order to support each project business case along with the production of the Governance packs and the corresponding project plans, financial budgets and resource requirements.

Working with Commercial and Supply Chain functions to establish any required external contracts in support of project delivery. Accountable for the creation and letting of Work Packages, and the identification and agreement of project responsibilities (technical, operational, safety, quality and contractual) with all work package managers.

Accountable to approve and authorise expenditure on the capital, revenue and manpower to the limit of the project and Programme budget for the projects.

Accountable for making appropriate decisions in relation the management and execution of projects, directing remedial action as required to ensure the success of the projects within defined programme.

Accountable for the delivery of both tactical and operational objectives for projects within their defined programme through effective liaison and communication with a wide range of both customers and suppliers, across all levels and disciplines.

 

Qualifications, Experience, Skills and Personal Qualities:

Essential
– A Project Management qualification (APM, Prince2, or equivalent) is essential.
– Strong leadership with experience in a management role, preferable in the area of Project and Programme management.
– Experience of working in, with, or for, UK Ministry of Defence clients, preferably aligned to MOD or DE&S.
– Experience, knowledge and proven track record of delivery and integration of complex projects.
– Experience and proven track record of building strong commercial relationships with customers and suppliers and understanding of the commercial aspects of providing projects against fixed price contracts.
– Demonstrable experience of working knowledge of current and evolving Project Management processes and methodologies.
– Excellent interpersonal skills and judgement required for dealing with both customer both internal and external. Essential to be able to work effectively with staff at all levels and also display the professional behaviors associated with engagement.
– The ability to communicate, negotiate and influence effectively and work collaboratively at all levels. Due to the size and complexity of the projects the jobholder is required to interface with many individuals that are at senior management levels and to communicate both verbally and in writing across all disciplines.
– Strong analytical skills and excellent attention to detail with a logical and structured approach to work, with a high level of concentration.

Desirable
– Experience, knowledge and track record of experience of Military Air & Aviation, or Air Traffic Management desirable.
– Willingness and ability to learn new skills and adapt to new technology and changing environments.
